The paper traces the history of the preservation of the old towns, by the Charter of Athens (1933) and the Charter of Gubbio (1960). It stresses that it is a subject of planning law, not of cultural heritage law; and the mingling of the redevelopment of the historical centers with the social housing is now anti-historical. It welcomes the safeguard reached, but it should be noted however that the old towns are depopulated, because of social dynamics undervalued. Therefore, more attention should be given to the spontaneity of social phenomena, and should be taken concrete local policies, even in terms of accessibility, more oriented on the effective and ordinary revitalization.
