The European Framework Directive 2000/60/CE has been introduced in Italy with the enactment of the Decree Law 152/2006. In particular, opportunity costs are conceived as the “costs for opportunity losses faced by other users due to an overuse of the resource, higher than the natural recharge rate”. Although the concept is well known to economists, its application to water resource is rather difficult, due to several alternative uses of water and different operational contexts. According to the literature, several authors have focused on theoretical and methodological issues, though the literature related to empirical studies are still too limited. The opportunity cost will be useful to evaluate the forgone benefit consequent to the overabstraction of groundwater, caused by the irrigated agriculture in semi-arid environment, typical of Mediterranean areas.
