The Unesco's management plan is an important institute of protection and valorization of cultural heritage regulated in the "Operational Guidelines for the Implementation of the World Heritage Convention" The purpose of this paper is to investigate its legal regulation at international and national level. In particular it faces two different aspects: the nature and the effects of the instructions of the plan and the possibility to use the Unesco's management plan as a "legal tool" which could be useful to facilitate the partecipation of citizens and associations to the processes of valorization of cultural heritage.
