According to the law on fiscal federalism (l. 42/2009) and to the draft agreement betweenthe State and the Regions, the State should define essential levels of services(LEP) and standard costs and then assign financial resources (including teaching jobs)to the Regions. The Regions should then distribute the staff among schools. Accordingto this framework it is therefore necessary to determine a model for the correctallocation of teaching staff across Regions. In this article we propose two differentmodels. In the normative one, the allocation is made by applying the standard establishedby law to the determinants of the teaching staff's composition for each Region.The mixed model (statistical and normative) takes into greater consideration territorialspecificities and how they have influenced the present staff allocation.
