This article explores the genesis of emergency social shock absorbers (ammortizzatoriin deroga) as well as their transformation from ad hoc measure to general and'quasi' permanent policy. Building on the core insights of the literature centred onpolicy change, the article explores the multidimensionality of the policy and pointsto regional policymakers as drivers for change. The results suggest that in Italy thelogic of the emergency shock absorbers has been radically altered, charting a newpath of welfare to work.
