Is the South of Italy capable of achieving any of the objectives delineated in Strategia Europa 2020? What model of development can be envisaged to support intelligent, sustainable and inclusive growth? The level of development in Italian Regions is historically differentiated: some areas are classified among the most wealthy and others among the least advanced of the European Union, thus confirming the existence of a net territorial dualism. In particular, the Regions of Southern Italy are still included in the “Convergence” Objective, despite the Cohesion Policy, which for some twenty years now, has been seeking to spread and balance growth in the European area. Such considerations have induced to reflect on which strategies to put in place in order to reduce the gap in growth and – more recently – which model of development to delineate for the South of Italy, to contribute satisfactorily to achieving Strategia Europa 2020 objectives. Our study is structured in four sections and elaborated in a geo-economic perspective linking the cognitive and politico-planning aspects.
