The aim of the paper is to analyze a new approach to study territorial disparities. During last twenty years, the scientific literature had focalized the attention both on the concept of growth, using a neoclassical approach; and Total Factor Productivity and labor market, concluding that the convergence process was driven by these factors. This approach takes in to account only economic factors (Lisbon Strategy) without including in the analysis the environmental dimension (Gothenburg Strategy), demographic and social dimensions and the human capital that represent the endowment and the specify of a given territory. Starting from the literature review of growth theory, Total Factor Productivity and labor market will be reviewed the literature on territorial governance. The aim of the paper is a rethinking of the economic policies using a new approach based on the territorial governance approach and propose a research agenda.
