In the last twenty years in the public sector, strategic planning has become an increasingly important tool for improving management methods based on the results. It would help to overcome the limitations of traditional planning and especially to strengthen local social capital and sense of territorial identity. The innovative approach in the Apulian regional programming from ten large areas, hoping for a “new development model” of the territory, has established the relevance and the full recognition of identity values that characterize and differentiate these areas. Through reading of the regional strategy documents, we will see how the erroneous or ambiguous interpretation of the concept of territorial identity, can lead to ineffec- tiveness or reduce effectiveness of local development projects.
