The article presents the findings of an empirical research on the reconfiguration of the access to the service of social secretariat provided by three Municipalities. The findings point out how specific organizational units of local public bodies are becoming «de facto» policy makers, strongly differentiating the citizens' opportunities of access to this service. These differences reflect different organizational and micro-institutional logics of interpretation of the purposes of the social secretariat service.
