In reaction to a growing need for elderly care services, Italian familieshave engaged migrant workers to care for their dependent familymember. Italian social and migration policies have favoured and reinforcedthis practice, which is puzzling given the strong antiimmigrantsentiments currently present in Italy. While institutionalfactors can partly explain policy outcomes, we need to look at the interconnectednessof welfare regimes and migration to better understandItalian developments. The presence of migrant care workers allowedItaly not to reform its elderly care system. At the same timethe familistic Italian welfare regime helps to explain the broadlyshared positive attitude towards migrant care workers, which hascontributed to expansive immigration policies.
