52This article elaborates on the multidimensional concept of welfarerecalibration for the empirical study of contemporary processes ofwelfare reform. The argument highlights the limitations of mainstreamhistorical institutional analysis in coming to term with a numberof important qualitative reorientations in social insurance provision,labour market policy and regulation, industrial relations, pensionand social services across affluent European political economiesin recent decades. Building on novel theoretical insights this contributionintroduces an empirically grounded and multidimensionalheuristic of welfare recalibration for the analysis of contemporaryprocesses of welfare reform. Multidimensionality in this context suggeststhat reform decisions in different policy areas pass through,and are based upon, cognitive and normative judgment, distributivebargaining and institutional (re-) design as to how improve policyperformance under conditions of fundamental environmentalchange.
