The author analyses the concept of responsibility developed in Kelsen's books "Principles of International Law" and "Peace through Law". Kelsen speaks about: an absolute responsibility, or liability; a responsibility based on fault, or culpability; a collective responsibility. Kelsen thinks international responsibility is an absolute responsibility for all the individuals belonging to the State, but it is responsibility based on fault for the individuals which acted as organs of the State. Only a sanction directed against determined individuals as organs of the State can change international law in a mean of peace.
