The dialectic between the principle of the unity of the Republic and the principle of regional autonomy had inspired the constitutional project, organised through the rules governing relations between state and regional law. Following the 2001 constitutional reform, the loss of the centrality of the law has shifted the focus of cooperation between the state and the regions to the relationship between executives, with significant consequences for the s.c. «form of government»
