This paper presents an overview as to the role played by the PiedmontRegion in fighting the pandemics. Within the context of a convoluted legalframework, Italian Regions, including Piedmont, adopted a wide range ofdifferent measures, concerning both social distancing and the restructuringof the healthcare system. While the former often overlapped with nationalones, sometimes preempting and sometimes lagging behind the ones issuedat national level by the President of the Council of Ministers, the latter providea more reliable account of how the Region reacted to the emergencysituation. In particular, they show that Piedmont, as other Regions in Italy,was lacking robust primary care facilities at local level when the pandemicserupted.
