The COVID-19 pandemic has exalted the protagonism of the ItalianRegions; however, the loyal cooperation has not inspired the relationshipbetween levels of government.Without contesting the legal basis of regional ordinance, the essay focuseson the case of the Campania Region. The president of Campania hasadopted several measures, that are more restrictive than those provided atthe national level. These measures also raise some doubts of legitimacy. Butthe chapter shows that the decisions of the administrative judges have endorsedthese more restrictive choices of the Region.The overall impression is pessimistic: the political dimension surpassesthe juridical one in the emergency management and there’s no place for cooperationbetween levels of government.
