The idea of the paper is to tackling the issue of the interpretation of international lawby relating it to the very nature of international law. The question from which thispaper takes its cue concerns the choices made by the international community, in theguise of the International Law Commission, in codifying, in the Vienna Conventionon the Law of Treaties of 1969, the so-called rules of interpretation. In public internationallaw, the outcome of the codification of these rules cannot be considered to be a“failureµ as in other legal orders. The “successµ of the codification of the rules of interpretationrelating to international law can provide us with answers to the question onthe nature of the international order as such.
