The protection of unaccompanied foreign minors (MSNA) assumes autonomous importance in consideration of the fact that it concerns extremely vulnerable people, in need of specific forms of protection, involving a series of constraints for the national legislator. Starting from the analysis of the Italian national legislative framework (Zampa Law and d.l. 113/2018), the paper highlights the implementation difficulties for the regional and local level. More specifically, the analysis focuses on the case study of the Apulia Region that starts from micro-experiments to build a regional model. The findings show that with reference to the category of MSNA, the Apulia Region has adopted original choices that constitute a unicum in the Italian national panorama but that could provide a model for the other regions.
