The essay reconstructs the various stages of immigration regional legislation using the Molise Region as a litmus test. The Molise – the only region that has not a law for the integration of immigrants, that are directly included among the recipients of the rights of social citizenship – initially distinguished itself for a universalist vision that did not contemplate any differentiation in the fundamental rights. Despite the progressive narrowing of its social policies towards immigrants, his dramatic problem of depopulation explains why Molise Region had implemented a good widespread hospitality system and its «Active residence income in favor of subjects who go to reside in the municipalities with population up to 2,000 inhabitants» makes no distinction based on citizenship.
