The Italian legislation regarding electronic Government passed in the last years has been mainly focused on electronic public services. The legislation in question may be regarded as an important step ahead towards the process of modernization of Italian public adminis¬tration. This essay is aimed at carrying out an in-depth analysis of the legislative definition of on-line public services and of the right to access to such services, as well as of the char¬acteristics of the operational principles and activities that govern the provision of on-line services. Lastly, the essay analyses the new prominent role of the citizen-user in the context of electronic public services.
