The "Complete Constitution" of a State includes, beside the "Fundamental text", a plurality of tiles within a mosaic. in the experience of the Kingdom of Sardinia, even if the "Fundamental text" dates to 1848, the other tiles go back to 1846. the analysis of these other elements beyond the written rules allows to catch also the feelings of the institutional players. the category of "Spontaneity" makes it possible to understand the birth ‒ without any written rule ‒ of institutions such as, for example, the Prime minister, the cabinet, the responsibility of the government before the parliament, the commission of inquiry, the question time.
