International Human Rights system acts, with the support of Human rights Council, a political institution, and many technical instruments constituted of independent experts, elected by the Human Rights Council. In fact, the Council and its instruments practice, in the same time, the same or identical both offices, politic and technic, and consequently affect the credibility of International Human rights system. The study aims to extract the gapes and to propose some suggestions as remedy.
