Within the SET-Plan, the set of policies regarding the energy technologies sector, the initiative “Smart Cities” is promoted by the European Union to put in place a series of actions to improve the quality of life in urban areas. The initiative embraces different sectors, from high energy efficiency construction industry, to energy infrastructures and sustainable mobility, with the final objective of reconciling competitiveness and durable urban development. In a bottom up approach, the participatory involvement of citizens is fundamental to really improve the cultural heritage of urban areas and their touristic promotion, starting from the assumption that residents are the first users of urban spaces and, therefore, they can be considered as tourist themselves. In a Smart Cities approach, this involvement requires necessarily the use of ICT (Information and Communication Technology), from the initial “listening” and planning phase, to the exchange of useful information regarding the signalling of points of criticality (scarcity in infrastructures, poor urban deor), to the “real time” promotion of locations and destinations through simple instruments such as blogs and social networks. In this framework the candidacy of Bari as Smart City, together with the initiatives linked to it, shows the enormous potentiality of the use of ICT in creating and strengthening in citizens a profound feeling of identity and the connection with the territory; this feeling represents the starting point for the most effective measures of touristic valorization of urban spaces.
