ALL THAT GLITTERS IS NOT GOLD. RECENT DEVELOPMENT IN COUNTER TERRORISM FINANCING: THR SECURITY COUNCIL SANCTIONS AGAINST ISIS AND AL-NUSRA The paper explores recent United Nations practice in the field of countering terrorism financing, particularly as to the initiatives adopted by the UN Security Council against the financing of ISIS, Al-Nusra Front and other groups or entities having ties with Al-Qaeda. After illustrating the sanction regime established by resolutions 2161, 2170 and 2199, the article examines and critically discusses the actual content, legal scope and very effectiveness of the restrictive measures undertaken by the Council in order to “cut” the multiple, heterogeneous and often well-hidden sources of income providing crucial support to the terrorist action of the mentioned groups.
