878THE EUROPEAN UNION FOREIGN AND DEFENSE POLICY:
THE LIBYAN CASE
The Libyan crisis, which has shown once again the inability (or unwillingness) of the
EU Member States to act in an unified way, gives the author the opportunity to formulate a
few thoughts on the depressing situation in Europe in the field of foreign and defense
policy. The analysis starts from the qualification of NATO military intervention in Libya as
war of aggression to take control of Libyan natural resources that in any way has found
legal and political justification, let alone the illegitimate Security Council authorization. In
this context, the various military initiatives promoted by the EU on the sidelines of the
NATO intervention in Libya, if, on the one hand, are to be referred to the autonomous
governmental determinations of certain Member States, on the other hand, do not reflect
either the motivations or goals of what could be called a specific and unified European
foreign and defense policy
