Article 94 of the Italian Constitution states that «The Government must have theconfidence of both Houses». In light of the interpretation of this constitutionalprovision proposed by President Napolitano during the political crisis of 2013,the essay investigates the five precedents of 'minority government' in the Republicof Italy: De Gasperi VIII (1953), Fanfani I (1954), Andreotti I (1972), AndreottiV (1979) and Fanfani VI (1987).
