Resolution no. 2118, adopted by the Security Council of the United Nations on 27 September 2013,marks an important step not only in the Syrian conflict, but also in the context of the fight againstthe use of chemical weapons against the civilian population. The resolution, adopted at the end of aparalysis of the Security Council, allows the United Nations to regain a central position in the crisisat least for the safety and disposal of chemical weapons, to be implemented by mid-2014. At thesame time, the resolution shows some shadows because it was not adopted under Chapter VII ofthe Charter and points out gaps because it makes no reference to the establishment of individualcriminal responsibility of the perpetrators of crimes against the civilians.
