142The text, assuming the case of Palestine as emblematic, deals with the theme of the right to water, understood as a 'new' social right and as a collective right. As a social right, the right to water can be claimed by the citizenry of a given community in the regards of its own political authorities, and must therefore be guaranteed by such authorities. As a collective right, the right to water can be claimed within the framework of the international legal system by the political authorities legitimately representing a people settled in a certain territory. The author is prone to not consider the right to water as being simply a 'subjective right,' or even a generic universal natural right or 'right of humanity.'
