This article examines the evolution of cybersecurity tools adopted by cybersecurity agencies in response to the escalating cyber threats faced by individuals, enterprises, and governments. Specifically, it investigates how agencies’ digital policy strategies and nodality resources contribute to institutionalizing cybersecurity policies. Drawing from the studies on neo-institutionalism and policy tools, this article scrutinizes the digital communication of national cybersecurity agencies in Italy and France and evaluate the capacity of these strategies in reaching and interact with end-users contributing to institutionalizing cybersecurity as a policy. The comparative analysis reveals diversified approaches to national communication on cybersecurity and different capacities of national agencies to be 'nodal,' i.e., to serve as a central node within networks of relevant public agencies and users search, thereby facilitating and institutionalizing cybersecurity policy
