The concept of urban governance draws attention to the actors, discoursesand institutions that play a role within city. It indicates negotiationsand network relations rather than hierarchical decision making by anadministration. Currently, governance as part of the New Urban Agenda isregarded as crucial for the development of an inclusive city, and for achievingthe Sustainable Development Goals (SDG 11). However, do the paradigmshifts have to be even more radical in their focus on the citizen?
