Sovereignty hinges on fiscal powers, which include the capacity to impose and collect taxes. Over the centuries, State sovereignty has been called into question every time a sector of society has reacted against a too heavy fiscal burden. Today, European integration follows an anti-sovereign agenda: Member States are denied most of their fiscal powers, while no other sovereign institution compensates for this decrease in public revenues which leads to a decrease in public expenditures.
