The essay deals with Giorgio Pastori's theory of public administration, pointing out the very center of his thoughts, the human being. On the ground of the concept of human being (and of its legal value), Pastori's theory proceeds along the concepts of society, Constitution and public administration. In this perspective, the essay examine Pastori's theory of society as concept strictly defined by its historical development, as foundation of Constitution and deepest reason of public organizations; furthermore, the paper point out the highlines of Pastori's idea of Constitution in relation with public administration: Constitution contains the purpose of public administration, its principles and the legal protection of fundamental rights; furthermore, the paper deals with Pastori's theory of public bodies' organization as pluralistic, objective and autonomous from political power. Under this perspective, the paper concludes considering the crisis of society, Constitution and politics in Italy, claiming that in Pastori's thoughts is possible to find valid answers to those crises.
