Housing policies in Italy have been undergoing significant change. In the face of socio-demographic changes the housing solutions provided by public policies tend to be more and more inadequate. Social housing agencies are facing the challenges of managing decaying estates under the constraints of scant public funding. This paper discusses the relevance of housing careers and housing mobility with reference to the management of social housing. The Sant'Eusebio social housing estate in Cinisello Balsamo was affected by a regeneration program that required the mobility of families. The research investigates the complexity of managing housing mobility in the face of the needs and expectations of the tenants. Housing mobility results in a potential tool for the management of social housing at the condition that the dwelling is recognised as a fundamental factor of stability, especially when dealing with low income and vulnerable groups.
