The alluvial plains are, throughout Europe, spatially limited systems and are extremely sensitive portions of territories to human-induced changes. Urban expansion in these areas, even for hydrological implications involved, must be stopped. The European Commission has recently expressed itself on the need to restrict, in a programmed period, the growth of consumption of soil. The integrated planning of neighbouring territories to the River Tiber (REGIONE UMBRIA 2004) in upper Umbria, was at the center of a research project and of a “Master Plan” focused on the “bridges of Perugia” area. A proposal for the development of an agriculture that will limit urban expansion emerged, an agriculture that will produce high environmental quality and will contribute to territorial security. Perifluvial areas, in this research, are intended as a common good, whose care regards farmers, citizens, businesses, tour operators, river committees, etc., opening a strategic perspective to the River Contract as tool of social management of the resource.
