The paper presents a case study addressing water shortage in agriculture applying a territorial simulation model called SUANBI in the Piacenza irrigation district in North Italy. The tool quantifies economic indicators and water balances by area and period via mathematical programming models based on integrated dataset including yield response to water. The case study conducted in a representative area for Mediterranean agriculture specialized in industrial tomatoes, maize and forage crops, shows the high vulnerability of the irrigated system to water shortage and quantifies the economic impacts on crops, as well as water marginal productivity under considered scenarios. The existing linkage among water sources, the substitution effect between surface and deep water are clarified. Results support the decision process in the search for sustainable measures and policies from an environmental and an economic dimension.
