The 2003 Canadian Law Commission's report on "Participatory Justice" underscores the political effort and spirit of reform that are guiding policies towards a justice system that is both more satisfactory and better suited to the needs of citizens. The Canadian experience of ADRs or MARC ("Mode Alternatif de Resolutions des Conflits") as they are called in Québec, has provided original insights resulting from the coexistence of the civil law system and common law system that characterizes the State of Québec.
