The empirical research has proved the importance of pledge fulfillmentin governments' life. By establishing policy goals, pledges definethe relationship between governments and parties and make the formeraccountable to citizens. Some recent studies argued that the Italian governmentis moving slowly toward a model of pledge fulfillment, whilelegislative particularism has become less central. However, the BerlusconiIV cabinet challenged this tendency. In the article, this cabinet isexamined into depth and compared to other cabinets of the Italian SecondRepublic and in other countries.
