The General Report examines the Congressional Budget and Impound- ment Control Act of 1974, in a comparative perspective. The Author traces the legislative history back to the years of the Kennedy Presidency, when a major confrontation between the Executive and Congress occurred, mostly in military expenditure. The shortcomings of congressional budgetary procedures are dealt with, both in terms of national decision-making and in terms of today's role of Congress. The new Statute is examined with particular emphasis on the new committee structure, the tendency toward congressional unity in terms of national budget-making, and the new far-reaching provisions which deal with the impoundment power of the Executive. The constitutional provisions related to the impoundment dispute are examined, as well as the tendency of Congress toward a redressing of the balance of power with the Executive, in the aftermath of the Watergate crisis
