A comparative analysis of U.S., Italian and European governments brings to a conclusion: the efficiency of public administration widely relies on a thoughtful consideration of all different interest groups. And yet the pure aknowledgement of their political relevance is no adequate answer. Today is administration's task is to grant all interest groups with an institutional role within a renewed public system, where their integration and interaction is fully permitted
