44The decision of the Constitutional Court, by which the judiciary is legitimated to promote a conflict of powers, in order to secure or disposess itself of its competence, is strongly criticized. Even worse seems to be the decision, which gives the some power to the inquiry commissions of the Parliament, on the ground and as a consequence of their right to secrecy. This right, created by the Court to protect parliamentary inquiries, grants the commissions with a number of special powers, not given to same Chambers, to whom theiy belong. This seems to be a misinterpretation of the Constitution, which wants parliamentary inquiries to be instruments of the Parliament (art. 82 C) and the two Chambers the solely legitimated subjects to promote conflicts of powers
