This article analyses the present pattern of local government in the United States, focusing on the structural features of the system as a whole, rather than on the details of its institutional components. As a starting point the author reviews functional assignments and relevant quantitative data with particular reference to the metropolitan areas. In light of this evidence the study then concentrates on the following dimensions: economic efficiency, equity in the distribution of both services and financial burdens, visibility and access to decisional processes and finally responsiveness to economic, physical and social needs prompted by the sprawling of urbanization. The critical evaluation which emerges from the overall discussion is supported and integrated by an examination of the role played by the States and the Federal Government up to and including the Reagan administration
