Public works play a very important role in trasforming land; therefore a policy of the environment must deal with collective needs satisfied by those works and related to both economic development and general welfare. In Italy lenient regulations have granted public works a substantial exemption from environmental controls. Now the situation should change as a consequence of recent provisions on environmental protection (acts of August 8,1985 n. 431 and July 8,1986 n. 349) and of implementation of E.E.C. directive on environment impact statements. This body of rules imbued with the doctrine of environment as a primary va- lue of constitutional level, provides means and proceedings fit to establish the real consistency between public works and a correct management of both natural and cultural resources
