The article seeks to show that although environmental protection is principally a regional responsibility, public expenditure relating to this area appears to be es- sentially controlled by central government. Funds are transferred to the regions via programme grants which means that central government can have a say in the single expenditure decisions at the local level. This approach is however difficult to manage in practice and has so far produced disappointing results. The article proposes an alternative funding mechanism giving a bigger role to the regions with the aim of ensuring better value for money from public expenditure on environmental protection
