The essay deals with the problems of (formal and informal) implementation ofthe Eec environmental directives by member State. The central thesis is that it is impossible to eliminate a certain gap between the harmonized EC legislation and the (necessarily) renationalised implementation. The effort is then to be directed to reduce this gap through administrative and judiciary remedies
