45This article deals with the cooperation between the Parliament and the Government in the context of the legislative functions. Its purpose is to analyze the juridical instruments available to the Government in order to provide a guideline for the legislative procedure. Some of these instruments are included in the Chambers regulations: one of the main instrument is the "Parliament's programme of work", whose aim is to anticipate what legislative, controlling or directing activity the Chambers will have to carry out within an established time. The Government role in this programme has been increased widely in these last years. Another "privileged" sector for the Government legislative action is the discussion of the State budget and finance. Nevertheless the Government power in the legislative procedure doesn't appear at the moment to have yet the necessary strenght. This strenght can only be achieved through the political procedures which will be actually applied in the every day activity
