Soon after the Second World War Italy was a nation politically and economically destroyed. All over the country there were great expectations for a swift rebirth, established on radical social and economic reforms, such as the nationalization of private industries and banks, the abolition of large landed estates and monopolies, the change in industrial relations. All these issues were debated within the Constituent Assembly, where they were shaped into general legal institutions rather than into comprehensive legislative propositions. State legislation on socio-economic reforms was also considered in reference to regional governments, as some constituents thought it wise that regional laws give into State laws under this respect. However also in this case this proposition was rejected. As a consequence the limit of State legislation on socio-economic reforms survives only in the five special regional statutes, which were approved or discussed before and outside the Constituent Assembly. Yet, despite the situation is totally changed, in recent years State legislators have recalled this limit in a few Acts concerning either special or ordinary Regions. Furthermore the Supreme Court in an increasing number of decisions has set up a new text of the notion, where socio-economic reforms are no more seen as a limit but as a mean of cooperation between State and Regions
