336As is well known, procedural rights of vulnerable persons suspected or accused in
criminal proceedings are not sufficiently guaranteed in the European area of justice. The
lack of an appropriate level of protection for these persons may jeopardize the mutual trust
among EU Member States and undermine the judicial cooperation in criminal matters. This
study focuses on the current status and future prospects of the procedural guarantees for
vulnerable persons in the European Union law. In particular, it analyzes the Commission
Recommendation of 27 November 2013 on procedural safeguards for vulnerable persons
suspected or accused in criminal proceedings and the Proposal for a Directive of the
European Parliament and of the Council on procedural safeguards for children suspected
or accused in criminal proceedings.
