128EUROPEAN FOREIGN POLICY BETWEEN CONDITIONALITY AND COOPERATION
“Democratic conditionality” is the core strategy of the EU to induce other countries
through treaties of cooperation and development especially “The Lomé Convention”
comply with its human rights and democracy standards. This condition became
indispensable and essential “sine qua non”. Allowing it to implement a reorientation of its
development assistance or even to apply a series of coercive measures.
The inclusion of human rights in development cooperation was linked to a process
of promoting of human rights through economic cooperation then be regarded as a “sine
qua non” of the ensure of aid. These acts and these measures according EU should not be
considered as interference in the internal affairs of these countries.
