338The essay portrays the specificities of the Spanish scenario in the field of Psrs prevention, moving from a broader Eu-wide remark: the comparison between the Member States reveals paradoxes and contradictions, and highlights that the actual protection against Psrs at work mainly depends on institutional factors - such as clarity and preciseness of the regulative framework, how institutions are practically committed to ensure the effective enforcement of laws - as well as on cultural aspects, social traditions and predominant methods of work organisation. In this sense, the author explains how the Spanish under-Eu-average standard of protection in this field can be traced back to the lack of specificity in regulations, case-law ambiguity, the uneven impact of collective bargaining, the absence of technical guidelines.
