The authors tackle the theme of social dialogue vis-a-vis legislative policy. They then describe the 1997 reforms, and specifically those geared both to the promotion of the indefinite term contract of employment and to a change of the collective bargaining system. Account is also given of the 1998 reform of the part time contract. The rise of occupation and the improvement of its quality were the main objects of the 2001 reforms of collective bargaining. In 2001, an agreement on social security was stipulated and the authors describe its influence on the Spanish legislative policy. The authors finally analyse the announced reform of collective bargaining and the relevant national agreement of 2002. The analysis of this period of reforms shows the limited role of social dialogue upon the legislative process as well as the progressive conditioning of labour law by occupational and, more generally, economic policy.
