Italian public administration is facing up a deep and difficult reorganisation, but the significance and the outcome of this transformation are not quiet clear. In this background, the essay considers the initiatives about federalism and devolution, underling the main features of a strategy aimed at both differentiating and managing civil servants legislation, that is: development at a local level; differentiation in the civil servants regulation; increase of the sense of responsibility as well as of a culture of the workers' rights at a political, trade unions and bureaucracy level.
